Two notable issues to factor into preparation:
Locations are documented per leader's contiguous terms, which typically span several years. We would ultimately need to break this down into a location for each year to create yearly raster layers
Leader transitions do not happen at the end of a calendar year in most cases. To deal with this we will produce two layers, where a given year is either assigned based on outgoing leader or incoming leader
