All Algos Merge #83

This PR merges all algos from the previous repo to the sonar repo. The new ones include:

MetaL2C
Fed Assigned
Fed Data Repr

A list of all other available algos are:

Fed Avg
Fed Weight
Defkt
Fed Isolated

Note these are currently only compatible with mpi
