Fixed queue time to use $queue_time #342

When a user was running Juicer on our cluster, they hit many "QOSMaxWallDurationPerJobLimit" errors from Slurm despite setting the "-Q" and "-L" flags within queue limits.

There were a handful of hardcoded time limits within the file preventing it from running.
