Add `matrix` parameter to extract `oe` data #55

I added a matrix parameter that takes either observed or oe to behave more like juicer dump. I ran several tests to confirm the results matched those of juicer dump. I only modified the C++ executable and R library strawr (and underlying C++); not the Python.
