[x] Overhaul the cartpole readme
[x] ~Add some information in main readme about the way example directories are structured~ Added installation instructions based on #83, as well as additional information, links to the tutorials, etc.

Thanks @KelvinYang0320, commas are not my strong suit 😆. I committed the suggestions and squashed the commits, looks really clean now.
