Scrape Internal Revenue Manuals #13

Prototype is ready, plugin is running. Here is example of scraped page - http://beta.linkedlegislation.com/laws/irm/95/

(there are some small problems which I will fix later)

As you see we have structured TOC so we can display in same style as Internal Revenue Code (with sections loaded with AJAX).
