remove pre-commit that conflict with precommit.ci #72

I turn on the precommit.ci for this repo, it is checked by the CI so no need to use the CI workflow dedicate. Moreover, I add the yaml fmt which suggest lots of syntax fix for the config file in this repo, which require a close look to see if it compatible to be directly used in verdi computer/code setup

Hi, @superstar54 can you have a look at this, it is actually a bug I just noticed yesterday that CI workflow is conflicted with precommit.ci bot.
