[chatchart] cclimit doesn't not affect serverchart #328

self explanatory - for obvious reasons (people could slow down the bot)

any progress? (It's just that people are theoretically able to slow down the bot - and deactivating the command isn't the intended use)

As my PR https://github.com/aikaterna/aikaterna-cogs/pull/331 should fix the issue, I am closing this now
