Hello! We're running our github-course on reinforcement learning here. Could you please add it to the urls?

Did it. Practical_rl, however, is a course taught in person at HSE and YSDA (both being institutions located in Moscow) with our lecture recordings provided for each week, alongside related recordings from other courses.
