Replace rllab with garage #74

rllab has been adopted by a coalition of researchers and open source contributors, and its successor project is called garage.

See the announcement by Rocky Duan on the original rllab repository, handing over maintenance of rllab to @rlworkgroup

I agree rllab should be replaced with the garage project. This project - awesome-rl appears to be actively maintained so I'm surprised this hasn't been done yet!

Thanks @hshyunsookim for this awesome resource and @ryanjulian for the work on the garage library. Both are excelllent resources for a person who is just engaging with the research in the field.
