Making the Package Citable #33

In order to make the pkg citable - we need to do the following, each in separate PR:

[x] Add license file
[x] Add 'how to cite' info to the README
[x] address adding the CIFF file from #32

@RayStick can I create a release and link it with Zenodo to provide DOI that can be added to interim report if you are comfortable - this can be v.0.5?
