Implement graph encoder for contextual bandits on Molecule search

Aim: this would enable experiments with contextual bandits to show that adaptive evolution is better than non-adaptive on real tasks.

There're 2 variants that can be tried:

• Encoder with manual chemical features (like number of cycles, atoms, valence etc.)
• Deep neural encoder -- possibly can be found in some open-source research solutions
