Adaptive mutations bugs

For 0.3.3 release:

• [ ] 1. In case of MutationAgentTypeEnum.bandit, if some mutation could not be applied to whole population, mutation operation returns empty list, then evaluation step produces None. Described above leads to TypeError: 'NoneType' object is not iterable on collecting next population.
