Use ada url parser #826

Re-creating https://github.com/aio-libs/aiohttp/issues/7217 from aiohttp to yarl, as this is where the URL parsing is happening.

Just surfacing this here in case someone is interested.

The proposal WOULD make sense if a champion creates a pull request, the PR should pass test suite (a few quirks are acceptable). I agree that the better yarl is, well, better... But now we have no point to compare with.
