Consistently choose between AIP-xxx and AIP#xxx #38

Both AIP-xxx and AIP#xxx are used in file names and/or in text here.

AIPs are primary source documents and will be referenced by every deployed contract that is compliant. The word choice should be consistent to avoid diluting the marketing message.

Please also specify the preferred mention and linking format for AIPs. For example, AIP-040 could be referred to as "AIP-040 (DRAFT)" so as to avoid statements about it that could change before it becomes file, which would be then be "AIP-040".
