This PR:

Reinstates CMAKE as a possible build system (old Makefile still exists)
Reinstates support for solc builds on Mac OS X (tested), and Windows (Untested)
Statically links boost libraries for better Linux compatibility
Includes Emscripten build sript for building Javascript versions of the compiler. Used in conjunction with solc-js.
