skip testing against old qmethod if no internet, or other bad conditions #271

testing against old versions of qmethod (1.2.4) is a stop-gap until #262

In the meantime, testing against old qmethod is a pain, it takes a lot of time, among other things because it must be downloaded, loaded, etc.

Might be nice to have the test skip() intelligently depending on conditions.
