fix: invalid reference in AIP-001 #1416

Removed a reference to personnel which was not rendering in UI, due to missing syntax. Also the same reference can be found below hence making it redundant.

Yeah...i'm not sure, personally I don't think it is necessary to retain this specific information. We should probably just remove the Technical Leads section. We can keep the Editors section, but we will need to update it with departures.

@spjohn85 thanks for the PR but I think we will handle this one on our own!
