Create AIP(s) for BigQuery-as-API #320

BigQuery is one form of providing data to users from software systems, and can function as an API of sorts. There are not many cases of this for GCP yet, but https://cloud.google.com/billing/docs/how-to/export-data-bigquery is one example. After we get more examples of BigQuery as API, we will need AIPs to provide consistency.

It appears that Logging also supports a BigQuery export for log data: https://cloud.google.com/logging/docs/export/bigquery

Another - Cloud Healthcare API supports exporting FHIR resources to BigQuery: https://cloud.google.com/healthcare/docs/how-tos/fhir-export-bigquery

and also DICOM data: https://cloud.google.com/healthcare/docs/how-tos/dicom-export-bigquery
