Jenkins was painfully slow on the "small" VM but runs nicely on an XXL VM. Probably it is the memory.

I think it's not Jenkins, its tomcat. It takes a lot of time to restart tomcat on Ubuntu VM, but when I tried tomcat on CentOS it was pretty fast.
