Email Monitoring Needs to Be a Middleware Operation #17

Your middleware for milestones subsequent to PM1 needs to be able to monitor the job state. Your PM1 implementation sent the emails to the user directly but that won't be adequate for future milestones. Your middleware will need to know the state of the application as well as the end user.
