[Api] Consent bulk processing #109

Background

모든 dataType 각각에 대한 consent를 트랜잭션에 넣어 보내는건 너무 비효율적이라고 생각함. 그래서 중간 contract를 넣어 벌크 처리를 구현하는게 좋을것이라고 판단했음.
