Background

I discovered that the in-memory copy of the binary inflates memory usage above the default of 128 mb for the downloader.

Changes

Updating default memory size for downloader to 256mb.
Increasing retries for the redrive policy since retries should be expected.
Terraform format of the file.
Adding ability to specify timeout for cbapi python client.
