[Windows] Allow specification of R executable #46

Windows users often don't have R on their path, so having some way to set it by an environment variable (for example) would probably help quite a bit in terms of usability on this platform.

the Software carpentry organization uses this auto installer to find the R installer https://github.com/swcarpentry/windows-installer

Thanks @RMHogervorst! It looks interesting, though it does seem pretty invasive a change for users. We're hoping to find a way that makes as fewer changes to whatever workflows they are used to as possible.
