Add a new launch setting for local development #770

Description of changeset:

To use a local Git repo for development, a new launch configuration is added with appropriate settings.

@JJJ000 the builds for ubuntu-18.04 never started somehow. Please see if the CI workflow needs to be updated.

Just saw the notice: https://github.com/actions/runner-images/issues/6002. Let me try changing it to a later version.
