Updated Most Dependencies and Versioning Infrastructure #646

Migrated dependency management from buildSrc to refreshVersions
- Running ./gradlew refreshVersions will now update versions.properties with all available updates so it is easy to see what is out of date.
Migrated custom buildSrc plugin to apply shared gradle properties to the top level build.gradle file
Updated most dependencies. This required a handful of changes to tests and other lint/code cleanup.

I ran all of the sample apps.

After this is landed, prior to 3.0, I want to:

[ ] Rename MvRxTestRule and TestExtension to Mavericks
[ ] Fix a lint error in the stateFlow mapper for mavericks-compose
[ ] Rename mavericks- and sample- modules for consistency
