Changes

Adding new submodule to the tf_cloudwatch_events module that allows for proper configuration/support of cross-account CloudWatch Events (via event bus). This includes support for both individual AWS accounts and AWS organizations.

Testing

Added unit test for terraform generation code.
Applied module in staging account.
