Merging plugins is a task that is usually only done by packs that are more "advanced" than STEP Core / STEP Extended aim to be. I suspect that STEP explicitly avoids mods that would conflict with one another and need to be merged the hard way.
Well... if we want to support SR:LE, then that's something we need to do. It's probably not terribly hard, since the plugin editing framework is already there.
