Fix rpm packaging and sign in continuous integration #108

Recent builds have failed (https://github.com/airbus-cyber/graylog-plugin-alert-wizard/actions/runs/4024435714/jobs/6916462259), during the "Package signed .rpm" step with error : 

gpg: no valid OpenPGP data found.

For good security reasons, secrets are not available in pull requests builds, hence the builds errors. Ended up updating the js dependencies in graylog-plugin-logging-alert, graylog-plugin-correlation-count and grayplog-plugin-alert-wizard.
