Migrate what's in there now to LaunchDarkly and then delete stuff

Grooming:

Maybe we want to leave this for OSS so they can make a change a connector version per connector (vs globally)
- Especially in a OSS support world
- You need to rebuild the platform though, it's not a "load at boot" thing
How does this mix with LD local flags?

Notes:

Files to delete
- Default version (oss)
- Cloud overide
- Loaders (x2)
Interfaces to clean up - VersionOverride (x2 file + feature flag)
- There's a cloudVersionOverideProvider vs localVersionOverideProvider - delete both!

Decision:

REMOVE IT! The global connector version in the UI is enough
We will talk about this again (for OSS users) as part of the Auto Breaking Change Project
