[destination-azure-blob-storage] File spill size not being used when writing CSV format #34714

Relevant information

Azure Blob Storage file spill size does not seem to be used when writing CSV files to Azure. In the current version, 0.2.1, if you specify CSV format with this option, the file does not get split. It appears that this PR implemented "Azure Blob Storage file spill size", but may only affect JL output format.

If it is not reasonable to spill to new files for CSV data, documentation in the configuration UI should specify the "Azure Blob Storage file spill size" is only available for JL format.
