Dispatch connector vulnerabilities to teams for pro-active patching #40651

Once we're able to identify if a connector vulnerability comes from an upstream artifact we can create a per team dashboard to list vulnerabilities each team has to address:

Python base image vulnerabilities: Tooling team
Python connector vulnerabilities: Certified connectors / API source team
Java base image / connector vulnerabilities: DB source / destination team.

One last thing I want to make is a "Tooling" home Metabase dashboard or Notion page with a link to the security dash.
