Differentiate "plugins" from "dags" by adding new variables supporting syncing with a separate Github repository. #728

What does your PR do?

This PR makes the following changes...

Adds plugins.* values with the same structure as in the dags.* variables, in order to differentiate git-sync for both "dags" and "plugins", so "dags" and "airflow plugins" can be pulled from separate repositories.
