Add TIMEOUT parameter to MCPC serialdevices interface. #13

A lot of MCPC issues involve the times at which we are querying it, make it configurable. This structural change should happen before the branch proposed in issue 2.

For clarity, I'll call this param measurement_delay or something instead of "timeout"
