Should we use "Reusable Enums" for the v3 Schema? #754

OpenAPI 3.0 supports "reuseable enums" (see at the bottom of this page). Should we introduce them in our v3 Schema for things like the locus property, where we would like to have identical enums throughout the schema?

We are looking at this for AKC, but that won't be in full use for a while yet. I think we would be better off not doing this for v2.0 as I think we have enough on our plate for that already.
