Create a version for AIRR 2020 meeting #30

Pull request to discuss changes required for ratification at the AIRR 2020 meeting.

I think we mostly just need to incorporate our discussion from last time. There are two points that involve discussions with other groups, though. E.g., adding AIRR DC to the MiAIRR rec. I’ll put that on my calendar for the first week of Nov. Thanks
