Where a sequence has already been observed at Level 1 or 2, it should be possible to submit an additional confirmation that does not have an associated genbank/tpa record or select set. A genotype will still be required.

Modify Add Genotype Description to add a new type
Flag as 'secondary validation'
Ensure that only alleles already at L1 or L2 are submitted from this kind of genotype
Update documentation
