Don't flag observations from the same underlying study #69

If two submissions are from the same underlying study (e.g. S0007, S0015), don't flag observations in one as possible supporting evidence of a sequence affirmed from the other.

Probably not that common. Let's see how we get on with notes on duplicates, now they are available.
