Gapping problems #78

The gapping algorithm used by ogrdbstats and OGRDB gives a wrong result if the reference sequence is partial at the 5' end.

Need to consider gapping of non-novel sequences in the repertoire, as well as novel alleles.

Fixed in OGRDB. Still need to fix ogrdbstats.
