Consider adding Eligibility #10

Clive: On page 77, "Eligibility" is also not in the XML but is frequently 
a text field and definitely a key data element. I am not sure how many 
softwares, break it down into its component units of gender, age, income, 
family, etc (Keep in mind for later?)

Ben: Yeah this may be something to keep in mind for latter, but perhaps we 
should tell people to included any eligibility related info in the Other 
Requirements element. This way everyone can be encouraged to us the same 
element for data

The schema has a number of specific eligibility fields - we typically end up 
just using OtherEligibility. It sounds like this issue is intended to create a 
general-purpose Eligibility field - which is fine. But the documentation should 
be clear about when/why to use OtherEligibility versus this newly proposed 
field.

Neil,

Not sure whether everyone else is moving those general descriptions down to 
that element. Perhaps if we changed the name of OtherEligibility to 
GeneralEligibility and made sure the description clarified what it was intended 
to include ...

Voting was in favor of implementing eleigibility.  I will pursue Clive's last 
recommendation.

Fixed by changing OtherRequirements to "GeneralEligibity" and modifying the 
description.  The style guide should also be brought into conformity, I think.
