Delete Year Inc and Legal Status from Site level #13

Annual Budget Total, Year Inc and Legal Status should be in the Site 
record as they are really just part of the Agency record.

That was what was meant ... I am actually not sure whether Budget Total and 
Year Inc 
should be in the org record either but Legal Status would appear to belong in 
Org 
only ...

OK ... Annual budget has been recommended for deletion elsewhere ... Year Inc 
and 
Legal Status should be only part of the Agency record and not the Site one
