If Item 1 is implemented, along with my comments today there, this item would 
be a subset and hence superfluous.

Another opportunity for consistency between the AIRS Standards and the AIRS 
XSD.  We don't think this issue is well defined here, but the general notion of 
making the XSD consistent with the AIRS Standards should be a priority for 
v3.1.

TimeOpen, PublicAccessToTransportation, and BusServiceAccess are already part 
of tSite.
