definition of geographic service areas.

Need to fix the way the schema imports data. We
need to figure out what the business need is and
then build our responses to the needs.

There needs to be a frame work for ongoing
data updates: technical vs the policy
response for the database. To get to
interoperability, we need to lose some of
the options and have a place for local
flexibility included in the XSD and in the
AIRS Standards.

Voted for implementation, and in 4.0 release.  This needs to be merged into a 
larger extensibility issue.
