Improve validator #30

There needs to a be a better schema validator to help with quality issues. Just 
because your schema works does not mean that your file is acceptable for use or 
import.

Voted for implementation, and in 3.1 release.  Not sure how we can implement 
this within the current scope of work.  Needs further discussion.  Also 
requires significant resources.
