Allow well structured transfer of custom fields

Many clients need to add custom fields to their resource records that are truly 
unique to them. For example: "Is part of the state's ABC initiative".

Rather than have vendors "hack" our own tags and append them to the schema 
(potentially causing it not to validate by the way), incorporate elements in 
the schema to contain and transfer such custom information. 

Vendors should be dissuaded though from using this area as a band-aid for other 
parts of the schema that aren't working quite the way they want.

Voted for implementation, and in 3.1 release.  Perhaps should be merged with 
other extension related issues.
