add back tService #4

The Agency/Site/Service model of AIRS depends on there being a site-less
program definition.  The SiteService links multiple Sites to a Service. 
Service used to exist in the AIRS Schema v. 2.07, and its removal was for
reasons of simplification, at the expense of correctly modelling the data.

Srongly agree with this. It also supports moving the schema to reflect a 
normalized structure. See item 22 (which currently is named incorrectly to 
suggest moving to a de-normalized structure - will comment there now too).
