remove dct:title from airs:Document #27

Required documents just have descriptions, not short titles.

removed in 0.0.10. I thought it would be useful to have a short name to refer to each document (like "veteran status" or "disability status") to go along with the full set of text, but I received feedback from the Resource Specialists that this would not be needed. Each document gets a different ID though, so they're still each separately referenceable.
