airs:Service needs a dct:title to refer to it by name #42

looking at Service, I see we have no dct:title. I think we should add one there also.

i suppose I am unclear as to what a title would be and how it would differ from the taxonomic term. I understand Programs have titles, but in my experience services are usually referred to as simply the service name.

I guess it would be if the program wanted to give its service a unique/branded name.
