Currently vm-infra-bridge IPAddress is hardcoded to be the 11th IPAddress in /26 subnet. This request is to develop framework to accommodate a configurable value, instead of hardcoded value.

Without a configurable value, all deployments are required to follow with /26 subnet scheme for vm-infra-bridge
