Proposed change As part of #71, connect minio and elasticsearch to persistent object bucket storage.

@lb4368 @StevTheDev This is still considered future work. Original minio was removed because of obsolescence: https://review.opendev.org/c/airship/treasuremap/+/793202

New persistent storage requirement will likely utilize minio operator: https://github.com/minio/operator
